Charging Infrastructure UK: What Businesses and Public-Sector Estates Should Plan Now

EV Charging Is Becoming a Property and Infrastructure Issue for UK Organisations

Recent UK reporting has highlighted a growing challenge in the electric vehicle transition: access to charging is still uneven, especially for people and organisations without simple off-street parking solutions. Some councils are resisting cross-pavement charging options, even though government policy has aimed to make charging easier for households without driveways.

This matters because EV charging is no longer just about vehicles.

It is now a property, energy, infrastructure and planning issue.

For businesses, landlords, developers, public-sector estates and contractors, the question is becoming simple: are our buildings, car parks, depots and estates ready for the next stage of electrification?

Why this story matters

The UK’s EV infrastructure strategy expects charging infrastructure to be rolled out ahead of demand, with at least 300,000 public chargers expected by 2030.

At the same time, government support for workplace chargepoints has increased. From 1 April 2026, the Workplace Charging Scheme grant increased to up to £500 per socket, with funding available until 31 March 2027.

That creates an important opportunity for organisations that plan early.

However, installing chargepoints without a wider infrastructure plan can lead to problems later.

The risk of isolated EV charging projects

A chargepoint is only one part of the system.

Small businesses may need to think about staff and customer charging, especially where premises do not have obvious parking or electrical capacity.

Medium-sized businesses with offices, depots, warehouses or retail sites may need to plan charging around staff travel, fleet vehicles and customer access.

Large businesses and multinationals may need consistent infrastructure standards across multiple sites, linked to ESG reporting, fleet electrification and carbon reduction plans.

Public-sector organisations may need to balance access, affordability, safety, budget control and estate decarbonisation.

Contractors and subcontractors may see increasing demand for EV-related civils, electrical installation, car park upgrades, solar integration, battery systems and retrofit works.

Landlords and developers may need to future-proof buildings so they remain attractive to tenants and users as charging expectations increase.

Practical steps to take now

Organisations should start with a clear review of current and future charging needs.

That review should include staff vehicles, visitor vehicles, fleet vehicles, service users, tenants and delivery patterns.

The next step is to assess the site itself. This should include electrical capacity, parking layout, access routes, cable routes, safety issues, future expansion space and any planning or landlord restrictions.

Where appropriate, organisations should also review whether EV charging can be connected with commercial solar, battery storage and energy monitoring. This can support better long-term energy planning and reduce reliance on disconnected upgrades.

For larger organisations, EV charging should also be considered alongside ESOS action-plan implementation, energy-efficiency upgrades and wider carbon-reduction planning.
